I started investigating because I found 3 files in your
locked drawer: I did not know you had files locked up in your
drawer: after you had left the office I found a locked drawer and
sent for you to open it.
I did not know that you had handed over to your successor
on June 30th.: I don't know if your successor was there on the
30th. June p.m.: he may have been there. For all I know you might
left your papers in any state. I assumed that you had handed over
your work and office properties to your successor as he was down
there on several occasions.
On July 2nd. in the morning I found a locked drawer in your
desk: I did not know what was in it; I sentfor you to open it; I
don't know exactly what time it was: your table is 6 or 7 feet lon
when you came in I was standing so that I could see the drawer
opened.
In Nam Ly Singh's case the paper on which the note of receipt
was was on the file.
I leave the Probate and L. A. matters to the Deputy Registrar
and Appraiser: and he investigates the value of the estate; he initials it and passes it on to me: and I check the legality.
I principally looked at the official documents; sometimes I looked at the correspondence, sometimes not. I am quite responsi-
-ble for all the office.
There might have been notes of payment on other files between January and April; but I didn't observe them.
If there were such notes I did not examine the files with such care as to observe them. I do not know if the practice of receiving fees in advance was current in my predecessor's time. If it was, when Mr. Kemp was there, there was no harm in your con- -tinuing it; I should have stopped it if I had known of it.
